The BDR waste partnership is pleased to note that Government has decided that Rotherham’s Planning Board’s decision to approve development of the new household waste treatment facility at Bolton Road, Manvers, Rotherham will not be ‘called in’, and that it should be determined locally. This gives the go-ahead for the project to proceed.
Planning Decision on New Waste Facility at Manvers
Rotherham Borough Council’s Planning Board on Thursday 5th April 2012 signalled it is minded to approve planning consent for the new waste treatment and renewable energy facility at Bolton Road, Manvers.
There will now be a further period during which the National Planning Casework Unit may want to further consider the detail of the application before full and final consent is given.
Subject to no further action being required, planning consent could be confirmed in Autumn 2012 when construction would begin. The facility would become operational by 2015.
It will be built, operated and maintained by waste recycling experts Shanks, on behalf of BDR, a waste partnership between Barnsley, Doncaster and Rotherham Councils.
Black Bag Waste Recycling Contract Signed
Barnsley, Doncaster and Rotherham Councils have signed a contract for the treatment of black bag waste with 3SE (Barnsley, Doncaster & Rotherham) Limited which is a joint venture partnership between waste recycling experts Shanks Group plc and SSE.
The agreement marks a milestone towards the delivery of a Mechanical Biological Treatment (MBT) and Anaerobic Digestion (AD) facility at Bolton Road, Manvers.
Subject to planning permission being granted Shanks will build the facility by 2015 and operate and maintain it over a 25-year period from 2015 until 2040.
The facility will treat up to 265,000 tonnes per year of leftover household and a small amount of commercial waste from the three councils. After treatment, nearly half of this waste will end up as a solid recovered fuel (SRF). This SRF will be used to generate electricity at a new multi-fuel plant to be constructed adjacent to the existing SSE Ferrybridge Power Station. When the facility at Bolton Road is operational it will lead to a saving equivalent to 114,000 tonnes of CO2 every year.
Once the facility is built, it will be the first time that Shanks has delivered an MBT and an AD plant on the same site – maximising the recycling opportunities available.

We have now held several meetings of our community liaison group, which provides a forum through which we can discuss the proposed facility and all matters relating to it. We want this to provide the basis for working with local people and their elected representatives through the planning process, through construction and the operation of the facility.”
Dr Ann Gosse, executive director for Development, Environment and Culture at Barnsley Council, said on behalf of the BDR Waste Partnership:
“This is a key milestone in the project. The facility will cut the amount of waste from Barnsley, Rotherham and Doncaster sent to landfill. We look forward to continuing to work closely with local residents at every stage of its development.”
Environmental Permit Application Submitted
Shanks Waste Management Limited has submitted an Environmental Permit Application for the Bolton Road Waste Treatment and Renewable Energy Facility at Manvers, to the Environment Agency (EA).
The Environmental Permit is a permission that Shanks must obtain from the EA before operating the facility to demonstrate it has a clear management and procedural programme for ensuring that it will operate to required standards.
A period of 20 working days is allowed for interested parties to comment on the application prior the EA determining the permit.

Waste facility plans submitted
Proposals for Bolton Road, Manvers have been submitted in a planning application to Rotherham Metropolitan Borough Council.
The submission follows an extensive programme of public consultation which has seen details of local residents’ feedback published online.
Stephen Ray, Bid Director for Shanks, said:
“We are grateful to everyone who has given us their comments so far. I would like to stress that the dialogue does not stop now that the application has been submitted. We are setting up a Community Liaison Group so that we can continue to engage with local residents. We will also be organising a local supplier day in the New Year so that we can meet local businesses to discuss opportunities for them to provide goods and services for the new plant, subject of course to our obtaining planning permission.”
The application will be scrutinised by statutory consultees including the three local authorities before it is considered by Rotherham Council’s planning committee next year.
